At approximately 7:30 p.m. at the corner of Culver and Upton in Virginia Beach, officers from the First Precinct of the Virginia Beach Police Department stopped a 14-year-old riding an electric bicycle. The focus of the encounter was road safety education.
The young rider had been stopped previously regarding similar safety concerns. Officers reinforced guidelines on local traffic rules, equipment power, and safe operation.
Under Virginia law and Virginia Beach municipal code, standard electric power-assisted bicycles follow bicycle regulations, permitting sidewalk riding outside restricted commercial zones such as Town Center and the Resort Area.
A major safety issue facing local communities involves technological advancements in the e-bike industry. Higher-output models reach speeds between 50 and 60 miles per hour, causing them to exceed standard 750-watt consumer thresholds and enter motorcycle or moped legal classifications.
Operating high-speed vehicles in active roadway traffic without required credentials creates severe hazards for young operators.
The adolescent in this encounter was properly wearing a helmet, complying with local safety requirements for minors under age 15.
A nearby group of local youth was also fully equipped with protective gear, demonstrating solid safety habits.
First Precinct officers responded to the location. Officer W. L. Glessner III and Officer K. P. Edwards maintained an open, professional dialogue throughout the 30-minute stop.
Officers issued a verbal warning and provided an official safety card directing residents to municipal guidance resources at virginiabeach.gov/e-bikes.
This proactive interaction demonstrates effective community policing, using direct engagement to inform young cyclists and keep Virginia Beach roadways safe.
